extreme ball catch rate seems to be broekn

while i was fighting a bulbasour i used an extreme ball when its hp was 2% (1 hp) but then it failed to capture him 
this is its description "Catches wild Pokémon with a rate of 5.0. If Pokémon HP is below or equal to 2% of its Maximum HP, this ball never fails!"
 and here as you can see it says below or equal to 2% of its Maximum HP but then i still failed with it

Isn't 2% a lil too low? o.O I doubt anyone can try to get a few legends to 2 hp without killing it or something going wrong :/

it is not 2 hp

it is 2% Big Grin

so if it has 400 hp that would be 8 hp

if it has 2000 hp that would be 40 hp
