when i first got a vampiric weapon, i went to starfall to test it.
it worked. but i noticed something else.
my torracat (lvl 70) was gaining lvls by beating lvl 1s.
why? just, why?

Because your starter probably had Max Exp, therefore allowing it to level up by battling any pokemon.
