The move description says that you gain 50% more power if the TARGET has a held item, but the battle description says that you gain 50% more power if YOU are holding the item.  Which is correct?

It happens to me too.
When my pokemon faces a Lickitung the move Knock Off deals 50% more damage even though my pokemon isn't holding an item.

Which means either the Lickitung is holding an item and the move Knock Off works based on the user's pokemon holding an item, or the move Knock Off ALWAYS deals 50% more regardless of which pokemon holds an item if either.
