This bug has existed for a very long time, not sure why no one has ever brought it up:

Limit to inbox size is 1500 messages, but we cannot advance past the 20th page. The buttons for page 21+ exist, but clicking on them brings us to page 20. This essentially makes the 1500 message limit useless as we can only see 500 at most.
