First of all I really like the badges bar as its so useful and encouraging that makes you wanna earn more badges plus it has nice baby blue color which shows all badges details even if small in sizes pretty well and i thank Cef for that but it has 1 flaw that its size is not filled enough , so I suggest coz there is enough space between badges bar and appearing pictures of pokemons to increase the bar height by 2 cm so we won't have second row of badges cut to half , I hope Cef like the idea and I am waiting for all your replies my friends

but the arrow is going down to the top of the poke pic Cef , so if the height of the bar expanded a little downwards the badges will be filled enough in the 2nd row so it won't be cut to half

Well, we can simply have the top row have 10 badges, second with 9 badges or vice versa. That would correct the 2nd row looking like half a row, but not use more space. Win-win.

Well since there is no space, i would suggest to do it like : 

I've seen, that there is still space next to the gold bar, since the blue voting box is a bit further down, so putting the Pokemon pop up image a bit higher, should allow more space for the badges,
so basically the whole layout up to the top, the pvp battles board thingy a bit higher, and then the badges bar, either above the gold bar, and the gold bar a bit further down, or the badges bar, below the gold bar, and the gold bar a but higher up.

well although i think there is enough space at top like i suggested at the beginning , if Cef thinks it wont b enough space i think Blau suggest is pretty well too , and i will approve it better than missing badges bar
