I don't believe it should be lowered and here are my reasons why:
1)Hunting has already been lowered to the point that you can't run from shinies, so you could hunt and not even pay attention to the screen and in essence in less time than it used to take to find them
2)Again, hunting has been nerfed to the point where there are two shinies on every map, so essentially the encounter rate now is 0.02, which is already double the encounter rate is was previously, but now its consistently higher than it previously was.
3)You'll rarely ever reach 10k on the counter unless you run from shinies and even if you do, the double encounter doesn't even make it that much easier to find one and 5k being 15k steps isn't enough time to have been hunting one to get a bonus in the first place.
