Every now and agian Cottonee goes first sometimes on the Moves Cotton Gaurd being one of them I Don't think its the speed boost either.

Cottonee has the ability effect expert. So, all its status moves are priority +1 X-scissor is priority 0, +1 will always go before priority 0.

That’s actually normal! Cottonee has the ability "Prankster," which gives priority to status moves like Cotton Guard. So even if it’s slower, it can still move first when using status moves — it’s not related to Speed Boost. Pretty handy ability for support strategies!
