So basically, the lack of move tutor moves in the movepool of pokemon, limitates their PvPability, and therefore limitates certain builds.
What i would like to see is the expanded movepool of pokemon with move tutor or even breeding moves.
because both
the Move Tutor
and the Breeding feature are missingm i would suggest to implement them as a more expensive variant of TM / HM moves
like MT(move tutor) moves 
and BR(breeding) moves
of course it would need an overhaul of the current movepools, but in my opinion, it would definetely be worth it.
It would allow for more felxibility and more in depth PvP builds.
Also some pokemon would gain popularity because of them becoming more useful due to certain moves they can learn that way.

***Note*** I would gladly offer my help on creating the complete move lists for every Pokemon

yes there should be volt tackle for pikachu and raichu + there should be for chrizard +mega sesmic toss shud be there
