Sure, they can be annoying whenever you encounter a person with all legends, but I don't think we should take it away.
I think it adds a new depth to the game because if you don't want an 
all-legendary team you have to find strong non-legends to beat the legend guys.

just train your pokes to be stronger then the other players legends thats all you can do cause this is just plain pointless.

I think a compromise might be to have different PvP tiers.

For example:

T1- Any pokemon
T2- No legendary
T3- Rare/starter or below only
T4- Common only

These are just example tiers, but then PvP or ELO requests would be more specific. "T1ELO" or "T3PvP" request
