Incorrect base power for HP dependent moves

I was having an elo battle and the shiny-mega kyogre was spamming water spout. But given the hp of that kyogre was reduced, the base power of the move should have reduced. But that didn't happen. This has happened several times with me. And It has cost me the match as well. I have taken screenshot of the situation.

move base power always stays 150 , once it got 149. 9 something

the move actually should have base power 75 when the pokemon hp is 50% so actually the move power depends on pokemons hp  but it is not depending on hp


it is directly 150 power move


move description :  Water Spout inflicts more damage when the user's HP is higher.
At full HP its base power is 150 and it decreases in proportion - i.e.
the power is: 150 × CurrentHP ÷ MaxHP.
The user spouts water to damage opposing Pokémon

example: pokemon max hp 300 , current hp 150 

so base power = 150 X 150/300 =  150X 1/2 = 75 but base power stays 150 and doesnt change
