There are 50 pokemon in each map, and is very hard to find any poke that you want.
it could be a great more maps and less pokemon in there.

More maps would mean an artists which can make them.
The current amount of pokemon is absolutely ok.
i would be insanely tired very fast if i were to run into the 6 same pokemon over and over while hunting for a shiny.

Artists can make them pretty fast. You are essentially re using the same assets from most maps.

ye however it costed a lot of money to get drawn and coding them is also very much time consuming
