It doesn't work with fishing .
With walking on water it works .

Umm how does it count the counters? by how many pokemon you run/kill?

it count's how many time's you encounter a pokemon , if you battle, Ultra Rare, Legendary or Shiny Pokemon the counter resets.
Whenever you encounter a Pokemon one of the 3 counters will increase by 1. The chances are equal

will it do only the 1st one from each map or the one that you encountered the most on each map??????
